The song is about corrupt politicians. The 'Parcel of Rogues' Robert Burns wrote about in the 18th century sold out their country for personal profit. Sounds sadly familiar today. I'm glad I'm living on the Scottish side of the border: watching England's democracy burn, rather than being in the thick of it.
