Yemen’s conflict is entering a turbulent new phase as Houthi actions in the Red Sea, rising regional tensions, and shifting global priorities reshape the peace landscape. The recent Gaza ceasefire raises questions about whether conditions now allow a revival of Yemen’s peace roadmap and what terms could make such efforts viable. Since the United States designated the Houthis as a Foreign Terrorist Organization, the dynamics of engagement and negotiation have become increasingly complex. The session will examine the evolving role of the Houthis and their regional entanglements, as well as the implications of their escalating Red Sea attacks that have threatened international navigation and disrupted global shipping routes. With diplomacy under pressure and security risks mounting, the discussion will highlight how credible deterrence, inclusive negotiation, and coordinated regional engagement are essential to restoring stability and charting a sustainable path forward for Yemen.
