Ndaba Gaolathe Responds to MPs on Emergency Preparedness, Resilience Project Loan

Vice President and Minister of Finance Ndaba Gaolathe has responded to Members of Parliament regarding Botswana’s proposed Emergency Preparedness, Response and Resilience Project, which is supported by an international development bank loan.

Gaolathe explained that the loan is intended to strengthen the country’s capacity to anticipate, prepare for, and respond to emergencies, including public health crises, climate-related disasters, and other national shocks. He emphasised that the financing will focus on institutional strengthening, early warning systems, emergency infrastructure, and rapid response mechanisms, ensuring Botswana is better equipped to protect lives and the economy.

Addressing concerns about borrowing, Gaolathe stated that government remains cautious and strategic in contracting loans, noting that the facility is concessional, with favourable interest rates and repayment terms. He added that the project aligns with national development priorities and will deliver long-term value by reducing the high costs of unprepared emergency responses.

He assured MPs that accountability, oversight, and value for money would be upheld throughout implementation, with regular reporting to Parliament.
