Homa Bay County is a fishing community surrounded by the Lake Victoria in Kenya. Historically, the community had the highest HIV rate in Kenya— with 1 in 4 people having HIV. In 2010, the Elizabeth Glaser Pediatric Aids Foundation (EGPAF) launched a project to address the crisis in Homa Bay County. With support from the United States President's Emergency Plan For AIDS Relief (PEPFAR) and the Center for Disease Control and Prevention (CDC), EGPAF implemented decentralized health care services and other innovative methods of treatment delivery to ensure individuals in the community have adequate access to HIV care and treatment.
