These Healthy Millet Osmania Biscuits are a guilt-free twist on the classic Hyderabadi bakery favorite! Made with jowar flour, jaggery, and no maida, this eggless biscuit recipe is perfect with your evening chai ☕. Soft, mildly sweet, and beautifully glazed on top — just like bakery-style Osmania biscuits, but with a healthy millet makeover!
🍪 Millet Osmania Biscuits Recipe
🔸 Ingredients
Wet Ingredients:
Unsalted butter –75g (⅓ cup room temperature)
Ghee –50g (3 tbsp chilled for 15 mins)
Jaggery powder – 50g (¼ cup )
Milk – 2 tbsp (30ml)
Ground flaxseeds – ½ tbsp (5g)
Cardamom powder – ½ tsp (1g)
Dry Ingredients:
Jowar (millet) flour – 170g (1½ cups )
Custard powder – 15g (1 tbsp )
Milk powder – 15g (1 tbsp)
Almond powder – 15g ( 2 tbsp)
Salt – ½ tsp (3g)
Baking powder – ½ tsp
Baking soda – ¼ tsp
For Glaze:
Water – 50ml (¼ cup)
Custard powder – 5g (1 tsp)
Milk powder – 1 tbsp (10g)
👩🍳 Instructions:
Prep Flaxseed Gel: In a small bowl, mix 2 tbsp milk with ½ tbsp ground flaxseeds. Let it rest for 10 minutes to form a gel.
Mix Dry Ingredients: In a separate bowl, whisk together:
1½ cups jowar flour
1 tbsp custard powder
1 tbsp milk powder
2 tbsp almond powder
½ tsp salt Set this aside.
Cream Butter & Ghee: In a large mixing bowl, beat together:
⅓ cup room temp butter
3 tbsp chilled ghee
¼ cup jaggery powder
½ tsp cardamom powder Beat until light and creamy.
Add Leavening to Flax Gel: Stir ½ tsp baking powder and ¼ tsp baking soda into the flaxseed milk gel. Mix well.
Combine Wet Mix: Add the flaxseed gel mixture into the butter mixture. Mix until smooth and well combined.
Form Dough: Gradually add the dry ingredients into the wet mixture. Mix until a soft dough forms. If too dry, add 1–2 tsp milk.
Roll & Cut: Lightly dust your work surface with jowar flour. Roll out the dough to ½ cm thickness.
make sure the dough doesn’t stick on the table, I used a thread underneath while rolling and cutting it — works perfectly!
Cut with a 1 inch round cookie cutter.
Glaze Prep: In a small bowl, mix:
1 tsp custard powder
1 tbsp milk powder
¼ cup water
Stir until smooth. Pour the glaze over each cookie.
Bake: Preheat your oven to 160°C (320°F). Place cookies on a baking tray (no butter paper required). Bake for 25–30 minutes or until edges are light golden. (In OTG, use both top and bottom rods.)
Cool & Store: Let cookies cool completely before storing in an airtight container.

Use fresh, chilled ghee for a crisp yet flaky texture.
Jaggery adds a mild sweetness—adjust as per taste.
Glazing adds bakery-style finish and keeps tops soft.
