Create a blur shader that can be used on a material to blur opaque objects in the scene.
This Unity URP tutorial creates a Box Blur Shader in shader code. This is done via a convolution filter using the CameraOpaqueTexture to sample the adjacent pixels in the shader code.
We implement a Scale parameter to act as an optimisation to reduce the size of the convolution filter used but bump up the burring amount by offsetting the texels that we're sampling.
