Government figures obtained via Freedom of Information requests suggest 734,200 foreign nationals passed the Habitual Residence Test and became eligible for benefits like Universal Credit between October 2024 and September 2025. That’s about 14,000 a week (around 2,000 a day), and the total is much higher than two years earlier, according to the data.
Critics say taxpayers should not fund welfare for migrants. The government says Universal Credit is mainly for people settled in the UK, claims the share of foreign national claimants has fallen since October 2024, and says it plans to tighten rules, including longer waits for settlement for people who claim benefits.
