Chiaki allows you to play your PlayStation games by acting as a PlayStation Remote Play client. To the consoles they just seem them as an official client and effortlessly streams your games to the Deck using the same high definition and low latency protocol that the official client supports.
There are various reasons why you may want to play your PlayStation games on your Steam Deck using remote play. For starters, you may just not want to be sitting in front of your TV all day. With remote play, as long as you are on the same network, you will be able to continue playing your games wherever your stand.
