Inauguration of the 60-Million-Liters-Per-Day Aglipay Sewage Treatment Plant (Speech) 1/16/2026

“Ang kalinisan ng ating kapaligiran ay salamin ng ating disiplina bilang isang bayan,” stated President Ferdinand R. Marcos Jr. during the inauguration of the Aglipay Sewage Treatment Plant (STP) in Mandaluyong City on January 16, 2026.

In his speech, the President highlighted the Aglipay STP’s critical role in improving water quality in Metro Manila. The facility has an initial capacity of 60 million liters of wastewater per day (MLD), expandable to 120 MLD, helping reduce pollution in major waterways and supporting the rehabilitation of Manila Bay.

“By reducing pollution flowing into rivers within its service area, this facility will improve local water quality. It also supports the long-term rehabilitation of Manila Bay by limiting the pollution load that eventually reaches our seas,” the President said. He emphasized that beyond infrastructure, the project delivers tangible results: cleaner water returned to the environment and reduced health risks from untreated sewage.

The President said that additional water and wastewater facilities are underway, including five (5) wastewater treatment plants currently being built across various service areas.

Guided by the Revised Concession Agreement under Republic Act Nos. 11600 and 11601, the government aims that by 2047, 76 percent of households in Metro Manila, Cavite and Rizal will be connected to sewerage systems, while the remaining 24 percent will be served by proper sanitation services.

Collectively, these initiatives form part of the Administration’s broader vision of a Philippines where economic progress is integrated with environmental stewardship, strong public health systems, and people-centered service delivery.

“However, true progress also demands collective discipline and shared accountability,” the President said. He emphasized that clean facilities must be complemented with clean habits, and proper wastewater systems should be supported by responsible waste disposal.

"As we move forward, let us remember: water connects us all,” President Marcos Jr. said in closing.

The project stands as a testament to the Administration’s commitment to safer water systems and the preservation of natural resources, affirming that every Filipino has a fundamental right to clean, safe water. These initiatives reflect the Administration’s commitment to strengthening water and sanitation infrastructure across Metro Manila and beyond.
