Felton Parish Council meeting 2 Sept 2019 Challenge to recording of meeting

The public and press are entitled to record all Parish council meetings held in public. In march 2017 I started audio recording Felton Parish council meetings as I was not satisfied the minutes were a true reflection of the meeting. I was accused at that meeting of breaking the law, the following month an apology was issued by the then clerk for misleading the Parish council. No apology was given to me. The standard of minute keeping has not improved nor has the openness and transparency expected from a Parish council. This came to a head recently when we found out the village Hall room booked for an EGM closed PC meeting scheduled for a 11:30 start, had actually been booked from 10:00 am to 13:00. At that point I decided to video record future meetings for the benefit of Felton residents, as and when I could. This short video shows what transpired. Additional evidence to support my complaint showing the exact same issue came up in April 2017 at Felton PC with same Chairman but different clerk.

The minutes of the meetings on 6 February 2017 – An email has been received challenging the February minutes raising 5 points which has been circulated to all the Councillors. Item 1 in relation to the recording of the minutes - The Clerk apologised as she was incorrect in the requirement for a resident to inform the PC that meetings are being recorded. The comments from the Chairman were based on the incorrect information given by the Clerk so should be discounted.

I provided them with copies of all the published guidance at the time, so they knew all about it.
I have recorded ever since and the chairman and all councillors are aware of that.
As My camera phone was mounted on a camera tripod for the first time with a forward pointing lens for ten minutes before the meeting started, no one in that room could have any doubt what I was doing.
Just to re-iterate their own standing orders written in July 2019 spelt it out again and was sat on the desk next to the clerk during this meeting, but neither the clerk or the Chairman referred to them.
