El Paso County’s Public Works Department maintains over 2,300 lane miles of paved roads — and when those roads reach the end of their life, we need efficient, sustainable solutions to rebuild them. One of the smartest methods we use is Full Depth Reclamation (FDR).
FDR is an economical and eco-friendly process that recycles the existing asphalt and base layers directly on-site. Using specialized equipment, the old pavement is pulverized and mixed into a strong, stabilized base. If needed, cement and water are added for extra durability and load-bearing strength. Once compacted and graded, this new base is ready for fresh asphalt.
By reducing costs, shortening construction time, and minimizing material haul-off, FDR is helping El Paso County build safer, longer-lasting roads while protecting the environment.
