This is "Railfan", a train driving simulator for the PlayStation 3 released by Ongakukan & TAITO on December 21, 2006. A sequel named "Railfan: Taiwan High Speed Rail" was released a year later by Actainment.
This game was a collaboration with TAITO's Densha de Go! series. Even though it was a joint title, it still used live action video for conventional simulation, making it a direct successor to Ongakukan's old Train Simulator games for PlayStation 2. The game features the Chuo Rapid Service Line, Keihin Line, and Chicago L Brown Line.
Besides the Densha de Go! Chicago Edition released for DoCoMo's iαppli service and the Railfan sequel, this was one of the only games Ongakukan & TAITO ever published that featured a train line outside of Japan -- it's pretty neat!
