It's important to make note that electric pressure cookers fail to meet the USDA standards for canning because they're unreliable for food safety. Unreliable in what way? To hold pressure and temperatures suitable for the destruction of endospores produced by the bacteria Clostridium botulinum responsible for botulism. Botulinum spores are a type of endospore produced by the bacterium Clostridium botulinum. Endospores are a characteristic of the genus Clostridium.
If they're unreliable for use against botulinum spores, how unreliable are they for other species of endospores which are what we're primarily concerned about surviving the sterilization cycle to produce non-sterile colony forming units.
This is why we typically use pressure canners, not pressure cookers. Utilize at your own risk.
