Approved Document P is the essential legal foundation for electrical safety in homes across England. Whether you are an electrician, developer, or designer, understanding these regulations is critical for hitting one core goal: protecting people from fire and injury.
Requirement P1:
The Core Safety Standard At the heart of the document is Requirement P1, which mandates that all domestic wiring (low and extra-low voltage) must be designed to prevent shocks and fires. While Part P defines the legal requirement, BS7671 (the IET Wiring Regulations) provides the technical "how-to" to achieve it; for professionals, these two documents are inseparable.
Where Does Part P Apply? The reach of Part P is broader than many realize. It covers:
• The main house or flat.
• Gardens, sheds, and attached garages.
• Common areas in apartment buildings (hallways, laundries, or gyms).
• Business premises (like a shop) if they share an electricity meter with a dwelling.
• Note: It specifically does not apply to the power supply for lifts in blocks of flats.
Notifiable vs. Non-Notifiable Work
Understanding which jobs require an official sign-off is vital for day-to-day work.
Notifiable work is higher risk and is triggered by:
1. Installing a completely new circuit.
2. Replacing the consumer unit (fuse box).
3. Any alteration in a "special location"—specifically the zone reaching 2.25m high and 0.6m horizontally from a bath or shower tray.
Smaller jobs, like adding a socket to a bedroom or swapping a light fitting, are generally non-notifiable as long as a new circuit isn't required.
Proving Compliance To legally prove work is compliant, there are three routes:
• Self-certification: Being registered with a competent person scheme (e.g., NAPIT or NICEIC).
• Third-party certification: Hiring a registered inspector.
• Building Control: Notifying the local authority before work begins. Installers must provide the technical BS7671 certificate, a building regulations compliance certificate, and clear operating instructions for the homeowner.
Accessibility and Placement (Part M Interaction)
Electrical placement in new builds must comply with accessibility standards.
Switches and sockets should be mounted between 450 and 1,200 mm from the floor to be reachable for everyone, including wheelchair users.
Consumer units should be placed between 1,350 and 1,450 mm—high enough to be out of reach for small children but accessible for adults.
Analogy for Understanding:
Think of Approved Document P and BS7671 as a legal trial.
Approved Document P is the "Judge" who sets the law and determines what the final verdict (safety) must be.
BS7671 is the "Expert Witness" who provides all the technical evidence and specific steps needed to satisfy the Judge’s requirements.
You cannot successfully "win the case" of a safe installation without both.
