This AutoControls.org Video 833 shows a DCC Programmable Train Controller (aka NCE Mini-Panel) operating an Automatic Passing Siding -- using relays to control 2 non-DCC, 3-rail O-ga. Williams Chuggington locos (and later MTH docksiders, and also an MTH PCC car and Williams Peter Witt car).
The Controller uses 4 relays: 2 relays to start and stop the 2 locos, a 3rd relay to control the "diverging turnout", and a 4th relay to control the status light.

This system uses toggle switches, to control whether both trains travel once around the loop, or both trains travel multiple laps around the loop, or to run just 1 siding only (other siding "parked"), or have one or both trains keep repeating the sequence continuously.
The system is configured so that it can be used as a public display. It has a pushbutton out in front, labeled "Push and Release, when Status Light is Green". The 'Status Light' shows Green when the controller is Idle, and changes to Red when the controller is 'Busy' with running a sequence.
A Z-Stuff infrared detector is used to detect when trains are entering their siding.
Also demonstrated is a variation using NO detector ("running blind") -- by allowing extra time to be sure the train being run, has enough time to pull into its siding after its stop block is de-powered -- before the other train is started.

THE RELAYS:
The Controller uses an LGB DPDT latching relay to start and stop one siding, and an Azatrax.com DPDT latching relay to start and stop the inner siding.
The Controller uses one side of an NCE 'dual relay' (2 relays in one) to control the MTH diverging" turnout, and uses the other side to control the red/green 'status light.
