Rough Conclusion: Michael Harding Umbers and Old Holland Lead white may contain a stabilizer that after dry causes a waxy surface on the top of the paint film (such as magnesium stearate or aluminum stearate). This can be mitigated to some degree with cleaning an area with solvent or agitating the surface of the paint with a bristle brush before oiling out or varnishing.
However I'm curious as to why the paint by itself doesn't have an issue, just the paint mixed with lead white.
Bonus mystery: What is going on with that cad yellow?!
Summary:
Pigments out of the tube: no problems other that the weird cad yellow
Pigments mixed (not white): no problems
Pigments with Natural Pigments lead white: The only mixtures that had a major beading up problem contained Lead White plus Harding Umbers
When I used Old Holland Lead white: All seemed to be problematic
I have used the Harding umber for years and found that only in the last 3 years has this gotten significantly worse.
