When it comes to state-sanctioned violence against Black people in the U.S., the focus is often on Black men due to coverage of high-profile cases like Mike Brown and George Floyd; Black women, however, are regularly missing from the conversation. This session examines persistent and often overlooked state-sanctioned violence against Black women and girls of all sex and gender identities. Grounded in policies introduced at both the state and federal levels, including the Protect Black Women and Girls Act, this discussion will critically assess the legislative responses to the experiences of Black women and girls in education, healthcare, civil rights, and beyond. Legal scholars, policy advocates, and community organizers will use an intersectional framework to explore the scope, strengths, and limitations of these laws; where they currently stand in the legislative process; what political, institutional, and societal barriers impede their full passage and implementation; and how gender, race, and state power intersect in shaping both violence and reform. By spotlighting the systemic failures that continue to place Black women and girls at risk, this session will illuminate the gap between public outrage and sustained policy change, charting pathways for more comprehensive, enforceable protections rooted in racial and gender justice.
